During the 14th Five-Year Plan period, the key to achieving breakthroughs in improving the quality of special education lies in comprehensively advancing the integrated development of special education, enriching the substance of inclusive education, fostering a favorable ecosystem for inclusive education, and driving the overall enhancement of special education quality.
To implement the guiding principles of the “14th Five-Year Plan for Enhancing Special Education Development” and strengthen the special education teaching workforce, Nanchang Bairun Training School launched its inaugural “Specialized Professional Training Program for Inclusive Education of Children with Special Needs.” This public lecture series is open to all teachers from mainstream schools, special education teachers, and parents of children with special needs.

On the morning of the 12th, following the opening ceremony, the training program for Special Needs Children Inclusion Guidance Specialized Professional Competency (Shadow Teacher) officially commenced. Teacher Zhou systematically analyzed the overview of inclusive education and the role of shadow teachers through vivid case studies, covering their responsibilities, work duties, emergency response protocols, and home-school communication techniques. The rich, practical training content fully engaged the participants' interest. Subsequently, Teacher Jiang focused on essential skills for shadow teachers and IEP customization approaches, using case studies to illustrate their application in inclusive education. Finally, Teacher Zhou deepened participants' understanding and enhanced their practical skills through real-world case analysis combined with hands-on exercises.


This specialized vocational training program for guiding the inclusion of children with special needs in mainstream classrooms combines systematic knowledge with hands-on practice. It helps participants understand and master skills to advance inclusive education for children with special needs, enabling them to integrate more effectively into regular schools while alleviating parents' anxieties about inclusive education. The training also drew media attention. After learning about the program's content, journalists interviewed relevant officials, instructors, trainees, and parents, producing detailed coverage that amplified its social impact. Together, these efforts are paving the way for the inclusion of children with special needs.

This training session has been successfully concluded. Our school has fully recognized the significance of the “14th Five-Year Plan for Enhancing Special Education Development” and gained a profound understanding of its essence and spirit. Moving forward, we will use this plan as a guiding framework to unite our efforts, implement its principles, and continuously advance the cause of special education. We are committed to contributing to the improvement of special education standards across the province, ensuring the early realization of the developmental goals for children with special needs: “early identification, early intervention, early integration, and early adaptation to society.”
